China has taken a major step in governance by implementing a new law on publicity and education on the rule of law, effective November 1. The law emphasizes lifelong legal education for citizens and formally incorporates Xi Jinping Thought on the Rule of Law into national legal texts, reinforcing China’s long-term governance strategy.
The legislation aims to consolidate law-based governance, enhance social stability, and support modernization goals. Under Xi Jinping’s leadership, China has introduced various national plans and legal reforms to ensure fair competition, protect property rights, regulate emerging industries, and streamline administrative procedures.
The law also strengthens mechanisms for economic development, foreign investment, and international cooperation. By 2024, Chinese courts handled tens of thousands of maritime cases, and Chinese law firms established 207 overseas branches across 37 countries, highlighting China’s commitment to global legal integration.
Public legal services have been expanded, and outreach offices nationwide engage citizens in legislative processes. These initiatives aim to ensure transparent, fair, and accessible law enforcement while safeguarding the rights of both citizens and market participants.
