The Central Committee of the Communist Party of China (CPC) has officially released the Explanation of the Recommendations for Formulating the 15th Five-Year Plan for National Economic and Social Development, presented by President Xi Jinping at the fourth plenary session of the 20th CPC Central Committee.
The document outlines China’s comprehensive roadmap for 2026–2030, emphasizing high-quality growth, technological innovation, domestic resilience, and national modernization.
Xi Jinping, General Secretary of the CPC Central Committee, explained that the plan’s drafting process reflected “whole-process people’s democracy,” involving wide consultation with Party members, experts, local governments, and citizens. More than three million public opinions were collected, condensed into 1,500 actionable suggestions.
A drafting group led by Xi and senior officials Li Qiang, Wang Huning, Cai Qi, and Ding Xuexiang oversaw the process. The plan builds upon the achievements of the 14th Five-Year Plan (2021–2025) and aims to provide a strong foundation for achieving socialist modernization by 2035.
Core Objectives and Development Priorities
Xi stressed that the 15th Five-Year Plan period marks a critical stage in consolidating progress toward China’s modernization goals. It focuses on strengthening the domestic economy, boosting scientific and technological self-reliance, and advancing reform and opening up in an increasingly complex global environment.
The document outlines five themes:
Promoting High-Quality Development: Prioritizing innovation, productivity, and sustainable growth.
Enhancing Technological Self-Reliance: Advancing breakthroughs in key technologies and industrial modernization.
Strengthening Domestic Demand: Expanding consumption, improving the business climate, and boosting market vitality.
Achieving Common Prosperity: Ensuring inclusive social development and narrowing urban-rural income gaps.
Balancing Development and Security: Safeguarding national interests while maintaining steady economic growth.
Innovation and Green Transition
Xi emphasized innovation as the driving force behind high-quality development. The plan calls for upgrading traditional industries, nurturing emerging sectors, and promoting the “Digital China” initiative. It envisions a new energy system and a nationwide shift toward eco-friendly production and lifestyles.
The document also introduces the concept of “new quality productive forces,” urging regions to adopt locally suited innovation strategies to avoid hasty or uniform industrial expansion.
Acknowledging rising global uncertainties, Xi underscored the need to strengthen domestic economic flows while enhancing international trade cooperation. The plan aims to expand institutional openness, uphold multilateral trade systems, and pursue high-quality Belt and Road collaboration to ensure stability and resilience.
Advancing Common Prosperity and Social Development
The plan reinforces the goal of achieving common prosperity for all, with policies to improve employment, social security, education, and healthcare. It highlights rural revitalization, balanced regional growth, and equitable access to public services.
It also calls for promoting cultural development and socialist values, ensuring that economic growth translates into social harmony and quality of life improvements.
Upholding Party Leadership
Xi reaffirmed that the CPC’s centralized leadership remains the cornerstone of national development. The plan outlines measures to strengthen governance, uphold discipline, and continue the campaign against corruption.
By combining reform, innovation, and inclusiveness, the 15th Five-Year Plan positions China to sustain growth, stability, and modernization over the next decade.
