Financial and Technical Support Commitment
Pakistan and Germany have agreed to strengthen their cooperation under the Pakistan-Germany Climate and Energy Partnership. Berlin has committed €114 million ($122 million) in new financial and technical support for the current fiscal year. The announcement came during talks in Islamabad between Secretary Muhammad Humair Karim and Christine Toetzke, Director-General at Germany’s Federal Ministry for Economic Cooperation and Development.
Climate Resilience and Social Protection Priorities
Pakistan has prioritized climate resilience, clean energy transition, and social protection, recovering from successive climate shocks. The 2022 floods affected over 33 million people, and recent floods this year killed more than 1,000 and destroyed millions of acres of farmland. Despite contributing less than 1% of global greenhouse gas emissions, Pakistan remains among the world’s most climate-vulnerable nations.
Vocational Training and Youth Employment
Christine Toetzke praised Pakistan’s reforms and reaffirmed Germany’s commitment to climate adaptation, economic transformation, and social inclusion. Both sides agreed to strengthen vocational training and youth employment. They will also continue collaboration on social protection and disaster resilience to improve climate readiness and support vulnerable communities.
Renewable Energy and Carbon Market Initiatives
Established in 2021, the partnership focuses on expanding renewable energy, improving grid efficiency, and supporting community-level climate adaptation. The new assistance will strengthen ongoing climate resilience programs and technical training for youth in green industries. Pakistan has also advanced the implementation phase of its national carbon market, a German-funded initiative aligned with Article 6 of the Paris Agreement to facilitate international trade in carbon credits.
Practical Climate Solutions and Sustainable Development
The collaboration, under the SPAR6C program funded by the German Federal Government, represents a significant step for Pakistan. It transitions the country from policy readiness to practical climate solutions. Germany’s support will strengthen low-carbon development, enhance disaster preparedness, and advance Pakistan’s sustainable energy transition.
