Pakistan’s Ministry of Climate Change and Environmental Coordination (MoCC&EC) leads national efforts to implement climate policies, international commitments, and sustainable development strategies, Minister of State Dr Shezra Mansab Ali Khan Kharal told the National Assembly.
The Ministry has developed key frameworks such as Pakistan’s Nationally Determined Contributions (NDCs), the National Adaptation Plan, National Clean Air Policy, and the Hazardous Waste Management Policy to guide climate action across the country.
Dr Shezra acknowledged challenges in monitoring, reporting, and verification of emissions but highlighted ongoing measures to strengthen provincial and sectoral coordination. Committees have been formed to enhance inter-provincial collaboration, especially for air quality management in cities like Lahore.
She emphasized the government’s continuous mitigation efforts under the Green Pakistan Programme and the Prime Minister’s afforestation drive, alongside emission reduction and green growth projects nationwide.
International partners, including the Green Climate Fund, World Bank, WWF, and JS Bank, are providing financial and technical support. Pakistan has already received USD 34 million from the GCF to advance climate resilience programs.
The Minister reiterated Pakistan’s commitment to reducing carbon emissions by 50% under its updated NDCs, citing the 2022 floods’ devastating impacts as a reminder of the urgency to act. She stressed that climate policy is regularly updated in consultation with stakeholders to ensure sustainability and global alignment.
