On the morning of November 4, 2025, Chinese President Xi Jinping held a high level meeting with Russian Prime Minister Mikhail Mishustin at the Great Hall of the People in Beijing. The talks focused on strengthening China-Russia cooperation across economic, technological, and strategic sectors.
President Xi stated that, despite global uncertainties, China-Russia relations have continued to advance steadily this year. He highlighted the importance of consolidating agreements reached in recent summits with President Vladimir Putin in Moscow and Beijing. Xi emphasized that close coordination and strategic planning are essential to enhance bilateral cooperation and contribute to global stability.
The Chinese leader stressed the need to expand collaboration in traditional areas including energy, agriculture, connectivity, aviation, and aerospace, while also exploring opportunities in emerging fields such as artificial intelligence, digital economy, and green development. He further encouraged people-to-people exchanges to strengthen friendship and understanding between the societies of the two nations.
Xi also referred to China’s 15th Five-Year Plan, which charts the roadmap for economic modernization and high quality growth over the next five years. He expressed China’s readiness to align its development strategies with Russia’s economic plans, creating shared benefits and long-term growth opportunities for both countries.
Prime Minister Mishustin conveyed President Putin’s greetings and congratulations to Xi. He praised the progress of China’s Five-Year Plan and expressed confidence that China would achieve its developmental objectives. Mishustin reaffirmed Russia’s commitment to deepening cooperation in trade, energy, technology, agriculture, and digital economy, while expanding people-to-people and multilateral engagement.
The leaders noted that this year’s two presidential summits have provided a clear roadmap for enhancing strategic and economic coordination. China’s top diplomat Wang Yi was also present during the meeting.
The summit reflects the determination of both nations to strengthen strategic ties, boost mutual investment, and pursue joint initiatives in key sectors, further reinforcing China-Russia relations on the global stage.
