Pakistan Unveils $4.85B Climate Project Pipeline

Pakistan has presented a $4.85 billion climate project pipeline to Chinese investors. The initiative seeks financing, technology, and investment partnerships under the Belt and Road Initiative (BRI).

The pipeline includes 69 projects across eight sectors. It forms part of Pakistan’s Climate Prosperity Plan, according to the Climate Vulnerable Forum and V20 Finance Ministers Secretariat (CVF-V20).

Dialogue Brings Investors and Officials Together

The projects were presented during a dialogue in Islamabad on Thursday. The event was organized by the CVF-V20 and the Institute of Regional Studies (IRS).

Pakistani officials, Chinese diplomats, business representatives, and climate finance experts attended the meeting. They discussed ways to turn climate priorities into practical investment opportunities.

IRS President Jauhar Saleem called for a stronger focus on investable projects. He stressed the need to move from planning toward financing and implementation.

China Seen as Key Investment Partner

Shi Yuanqiang, chargé d’affaires at the Chinese Embassy in Pakistan, welcomed the climate investment plan. He said it could create opportunities for Chinese and other international companies.

Meanwhile, Romina Khurshid Alam, the prime minister’s coordinator on climate change and environmental coordination, described China as a natural partner. She pointed to China’s technology, manufacturing capacity, and financial resources.

Financing Options Under Discussion

Participants explored several options to finance the proposed projects. These included the BRI and the Green Investment and Finance Partnership (GIFP).

In addition, discussions covered joint ventures, local manufacturing, climate finance, and carbon finance. These mechanisms could help move projects from planning to implementation.

Next Investor Engagement in Beijing

The next major engagement is expected at the China International Fair for Trade in Services (CIFTIS). The event will take place in Beijing from September 9 to 13.

The CVF-V20 is expected to showcase project pipelines and partnership models to Chinese companies and financial institutions.

Organizers aim to narrow the pipeline to fewer projects with identified partners. They also want clearer financing requirements and credible implementation plans.

Pakistan Seeks Green Investment

The initiative highlights Pakistan’s growing focus on climate-focused investment and sustainable development. Stronger engagement with Chinese investors could bring financing, technology, and manufacturing expertise to priority projects.

As a result, the pipeline could support Pakistan’s efforts to turn climate challenges into long-term investment opportunities.
