Pakistan SCO Chairmanship and What It Means for China Relations

Pakistan has formally assumed the chairmanship of the Shanghai Cooperation Organisation (SCO) for 2026–27. The handover followed the organisation’s 26th Council of Heads of State meeting in Bishkek, Kyrgyzstan. The rotating chairmanship gives Islamabad responsibility for guiding the organisation’s activities and preparing for the next SCO Council of Heads of State Summit, which Pakistan will host in Islamabad in 2027.

Pakistan’s SCO chairmanship will focus on regional connectivity, trade and investment, digital development, energy, security and people-to-people exchanges under the theme “Turning Vision into Action: Connectivity, Innovation and Shared Prosperity.”

The Pakistan SCO chairmanship also comes at an important point for China-Pakistan relations. China is a major member of the organisation and an established strategic partner of Pakistan. While the SCO agenda extends well beyond bilateral relations, the organisation provides another multilateral setting where Islamabad and Beijing can engage on shared regional interests.

Pakistan Begins Its SCO Chairmanship

Pakistan took over the rotating chairmanship after the Bishkek summit, concluding Kyrgyzstan’s 2025–26 term.

The 2026 SCO Summit in Bishkek addressed a broad range of issues, including regional security, trade, investment, energy, industry, environmental cooperation, tourism and new technologies. Member states also approved a number of documents covering the organisation’s future cooperation and institutional development.

For Pakistan, the new chairmanship is more than a ceremonial responsibility. Islamabad will have to coordinate meetings and activities across different areas of the organisation while working with all SCO member states. Pakistan’s priorities indicate a focus on practical cooperation that can deliver economic and social benefits across the region.

Why Pakistan’s SCO Role Matters?

The SCO connects countries across South Asia, Central Asia, and other parts of Eurasia. Its member countries include China, Russia, Pakistan, India, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Belarus. This makes the organisation an important forum for discussing issues that cross national borders.

For Pakistan, the chairmanship offers an opportunity to highlight areas that are closely linked with its economic and development objectives.

Regional connectivity is one of the clearest examples. Pakistan’s geographical position gives it potential links with Central Asian markets. Its transport infrastructure and access to the Arabian Sea can form part of wider discussions about regional trade routes.

However, turning geographical potential into greater trade requires cooperation among multiple countries, including improvements in infrastructure, customs procedures, logistics, and trade facilitation. The SCO chairmanship gives Pakistan a platform to encourage such discussions.

China’s Role in the SCO

China has been one of the central members of the SCO since its establishment, and its role within the organisation is important. For Pakistan, this is relevant because China-Pakistan relations already cover economic cooperation, infrastructure, energy, education, technology, and other areas. The SCO does not replace bilateral relations between Pakistan and China. Instead, it provides a wider framework where both countries can work alongside other regional states on issues of common interest.

Pakistan’s chairmanship is responsible for the wider SCO agenda rather than being focused on any single bilateral relationship. At the same time, areas promoted by Pakistan during its term, including connectivity, innovation, trade and investment, overlap with sectors in which Pakistan and China already cooperate. That creates opportunities for greater engagement without changing the broader multilateral nature of the organisation.

Connectivity is a Major Priority

Connectivity is the key priority of Pakistan’s chairmanship theme. For Islamabad, improved regional links could support trade, tourism, investment and movement of goods between South Asia and Central Asia.

China-Pakistan cooperation is already connected with this wider discussion through the China-Pakistan Economic Corridor (CPEC), which focuses on infrastructure, energy and economic development within Pakistan. CPEC and the SCO are separate frameworks, but their areas of interest can intersect when regional connectivity is discussed.

Pakistan has previously highlighted the importance of stronger transport links and regional economic integration within SCO forums. During its chairmanship, it can continue encouraging dialogue on ways to improve connections between member states. For China-Pakistan relations, better regional connectivity could create additional opportunities for economic cooperation if proposed projects are developed through appropriate bilateral and multilateral mechanisms.

Trade and Investment

Economic cooperation is another important aspect of Pakistan’s SCO agenda. Pakistan has expressed an interest in promoting trade and investment among SCO members. Greater economic interaction could help Pakistani businesses explore new markets and create opportunities for foreign investment in sectors with growth potential. If regional trade barriers are gradually reduced and connectivity improves, businesses across SCO countries could have more opportunities to participate in cross-border commerce. Also, Pakistan can use its chairmanship to highlight areas such as agriculture, energy, technology, logistics and industrial cooperation.

Security Cooperation in the SCO Agenda

Security continues to be one of the organisation’s core areas of cooperation. The SCO has established mechanisms for addressing terrorism, separatism and extremism while member states regularly discuss regional security challenges. Pakistan has consistently participated in these efforts and has previously hosted SCO-related counterterrorism activities.

During its 2026–27 chairmanship, Islamabad is expected to continue supporting cooperation through the organisation’s established security mechanisms. This is also relevant to economic development. Secure and stable environments are important for trade, investment, tourism and cross-border connectivity.

Pakistan-China Relations in a Wider Regional Framework

The Pakistan SCO chairmanship provides an additional avenue for Islamabad and Beijing to engage on regional issues. The two countries already maintain extensive bilateral cooperation, while both participate in the SCO framework. Issues such as regional connectivity, energy security, trade, digital development and people-to-people exchanges can therefore be discussed at both bilateral and multilateral levels.

For China, engagement with Pakistan during the chairmanship will take place within the larger SCO framework, where Beijing also works with other member states on common regional priorities.

Islamabad to Host the SCO Summit in 2027

One of the most important events of Pakistan’s chairmanship will be the SCO Council of Heads of State Summit scheduled to take place in Islamabad in 2027. Hosting the summit will bring leaders and senior representatives from SCO member states to Pakistan. It also provides Islamabad with an opportunity to present the progress made during its chairmanship.

The event could also bring attention to Pakistan’s priorities in connectivity, innovation, trade and shared development. The preparations for the summit will require coordination across several areas, including diplomatic engagement, logistics and the organisation’s various working mechanisms. Its importance will therefore extend beyond the summit itself, as the event will provide an opportunity to assess the practical results of Pakistan’s year-long chairmanship.

What Could Determine the Success of Pakistan’s Chairmanship?

The impact of Pakistan’s SCO presidency will ultimately depend on implementation. Setting priorities is an important step. Progress will require coordination among member states, agreement on practical initiatives, and sustained work through the organisation’s established mechanisms. Connectivity projects, trade facilitation, technology cooperation, and other initiatives may require long-term planning and participation from several countries. Pakistan can strengthen its role by maintaining an inclusive approach and focusing on areas where member states share common interests. This approach could also help Islamabad develop constructive engagement with China while maintaining productive relations with the wider SCO membership.

Pakistan’s SCO chairmanship for 2026–27 gives Islamabad an important opportunity to contribute to regional cooperation at a time when connectivity, technology, trade and economic integration are receiving greater attention. China will remain an important part of the SCO framework and a key partner for Pakistan. Pakistan’s role as chair extends across the entire organisation and requires engagement with all member states. The 2027 SCO summit in Islamabad will be a major milestone. The effectiveness of Pakistan’s chairmanship will ultimately be measured by the practical cooperation and initiatives that emerge during its term, particularly in connectivity, trade, technology and regional devel
