Pakistan, China Partner to Modernise Water Management

Pakistan and China have launched a major partnership worth around RMB 5 billion to overhaul Pakistan’s ageing water management systems and improve the country’s irrigation efficiency and climate resilience.

The cooperation agreement, signed last month between Pakistan’s Cyclon Tech and China’s Shaanxi Water Development and Construction Group, aims to introduce advanced digital monitoring, smart irrigation, and modern water conservancy infrastructure across Pakistan. The initiative seeks to replace outdated canal systems with data-driven and climate-resilient solutions vital to food security and sustainable development.

Cyclon Tech CEO Tausif Abbas highlighted that Pakistan’s water infrastructure faces severe structural issues, including inefficient irrigation networks, poor water distribution, and limited storage capacity, which have led to significant agricultural losses. He noted that adopting China’s proven water management models will help reduce water loss, enhance productivity, and strengthen defences against climate challenges.

A senior representative from Cyclon Tech described the partnership as “a bridge between China’s technological strength and Pakistan’s development priorities.” The collaboration merges China’s engineering excellence with Pakistan’s local expertise to develop intelligent water systems capable of adapting to future climate pressures.

Key projects under the agreement include the creation of digital monitoring platforms to track river flows, rainfall, and groundwater in real time, as well as smart flood control and drought management systems. These technologies will enable early warnings, efficient resource allocation, and improved response to extreme weather events.

In addition, new reservoirs and canal projects will boost storage capacity and ensure reliable water supplies during dry seasons, safeguarding communities from water shortages and floods. The partnership signifies a crucial step toward sustainable water governance, reflecting Pakistan’s growing focus on innovation, resilience, and green development in cooperation with China.
