Pakistan-China Institute Signs Green Development MoU

The Pakistan-China Institute (PCI) has become the first Pakistani institution to sign a Memorandum of Understanding (MoU) on Green Development with China’s Belt and Road Initiative Green Development Coalition (BRIGC). This marks a major step toward strengthening Pakistan–China cooperation on climate and environmental sustainability.

The MoU promotes joint efforts in green energy transition, low-carbon transport, sustainable development, and environmental protection under the Belt and Road Initiative (BRI).

The agreement was signed in Beijing by PCI Executive Director Mustafa Hyder Sayed and BRIGC Secretary General Chen Gang. It was witnessed by Dr Shezra Mansab Ali Kharal, Pakistan’s Minister of State for Climate Change, and Zhao Yingmin, China’s former Vice Minister of Ecology and Environment.

Under the agreement, both organisations will work together on research, policy recommendations, and events that deepen cooperation on low-carbon development. They will also organise consultation workshops, publish joint research reports, and design strategies to promote green energy and sustainable transport in Pakistan and other BRI partner countries.

Speaking at the signing ceremony, Mustafa Hyder Sayed described the MoU as a timely and strategic milestone. He said it comes ahead of the COP-30 climate conference in Brazil and reflects Pakistan’s growing focus on sustainability. Moreover, he noted that the agreement aligns with the second phase of the China–Pakistan Economic Corridor (CPEC), which prioritises green and low-carbon projects.

Sayed added that as CPEC enters a new growth stage, this collaboration will play a transformative role in advancing Pakistan’s green economy and driving innovation in environmental policy.

The MoU is the first of its kind between BRIGC and any Pakistani institution. It highlights the Pakistan-China Institute’s leadership in promoting climate diplomacy and green development within the broader Belt and Road framework.
