Pakistan’s Competition Commission (CCP) and Russia’s Federal Antimonopoly Service (FAS) have signed a Memorandum of Understanding (MoU) to strengthen bilateral cooperation in market regulation and competition policy.
The MoU was signed by CCP Chairman Dr. Kabir Ahmed Sidhu and FAS Deputy Head Andrey Tsyganov during the 10th Russia–Pakistan Intergovernmental Commission on Trade, Investment, Scientific, and Technical Cooperation. The agreement is seen as a key step toward promoting fair market practices and deepening economic ties between the two nations.
Under the MoU, both authorities will exchange expertise, share best practices, and collaborate on regulatory areas including cartel investigations, abuse of dominance, merger control, deceptive marketing, and sectoral competition assessments. Cooperation will involve workshops, consultations, expert exchanges, joint research, and regular meetings.
FAS, established 35 years ago, has a broader mandate than the CCP and employs nearly 1,000 staff, including independent regional offices that effectively curb anti-competitive practices. By comparison, the CCP has around 250 employees based in Islamabad.
Through this partnership, CCP is expected to gain from Russia’s extensive regulatory experience. Both sides plan joint sessions soon to expand knowledge sharing, enhance enforcement capabilities, and foster more competitive, consumer-friendly markets in Pakistan and Russia.
