China-Pakistan Deepen Party Building Cooperation

China and Pakistan are moving to deepen exchanges on party building and governance as both sides seek stronger political cooperation and a closer community with a shared future.

The approach was outlined in a detailed discussion on Xi Jinping Thought on Party Building, which presents the Communist Party of China’s (CPC) approach to party governance, institutional development, discipline, and public service.

Xi Jinping Thought on Party Building

Since the 18th National Congress of the CPC, the Party has developed a series of ideas and strategies focused on strengthening its governing capacity.

The framework includes 14 commitments covering Party leadership, self-governance, organizational development, official accountability, discipline, anti-corruption efforts, and governance through institutions.

According to the discussion, these principles provide a framework for strengthening the CPC while also offering experience for political parties seeking to improve governance.

People-Centered Development

A central theme is putting people first and ensuring that development improves public welfare.

The CPC has highlighted poverty alleviation as an example of this approach. Under Xi Jinping’s leadership, China launched targeted poverty reduction efforts and later declared the elimination of absolute poverty.

More than 3 million CPC village-based officials and millions of other grassroots officials participated in poverty alleviation efforts across the country.

CPEC and Pakistan’s Development

China also highlighted the China-Pakistan Economic Corridor (CPEC) as a major example of bilateral cooperation.

According to the discussion, CPEC has brought more than $25.9 billion in direct investment, created over 260,000 jobs, added more than 8,000 MW of power generation capacity, and built 510 kilometres of highways.

It has also developed 886 kilometres of national power transmission networks.

China says these projects have contributed to Pakistan’s economic development, infrastructure, and employment.

Focus on Local Communities

The two countries are also emphasizing projects that deliver direct benefits to local communities.

During a recent visit to an industrial park in Faisalabad, Chinese officials noted that 39 Chinese private enterprises were operating there.

Five ceramic companies alone reportedly contribute nearly $20 million in annual taxes and provide more than 5,000 local jobs.

These examples highlight the focus on combining major infrastructure projects with smaller initiatives aimed at improving livelihoods.

Expanding Party-to-Party Exchanges

China and Pakistan have continued to expand political party exchanges through several mechanisms.

These include memorandums on inter-party cooperation, the CPEC Political Parties Joint Consultation Mechanism, and the China-Pakistan Political Parties Forum.

China also regularly invites Pakistani political representatives to conferences and exchange programmes.

In May, a high-level Pakistani political party delegation visited Hubei. The second China-Pakistan Political Parties Forum and meeting of the CPEC Political Parties Joint Consultation Mechanism also brought together representatives from 12 major Pakistani political parties.

New Focus on Governance Cooperation

On August 12, China hosted a symposium on Xi Jinping Thought on Party Building, further expanding exchanges between the two countries on party building and governance.

The discussions focused on mutual learning and cooperation between political parties.

China said it is ready to further develop “political party plus” cooperation with Pakistan and implement agreements reached by the leadership of both countries.

Building a Closer Community

This year marks the 75th anniversary of diplomatic relations between China and Pakistan.

Both countries have reaffirmed their commitment to strengthening their all-weather strategic cooperative partnership.

Going forward, China and Pakistan aim to deepen exchanges on governance, expand practical cooperation, and ensure that economic development delivers greater benefits to their peoples.

The broader objective remains the building of an even closer China-Pakistan community with a shared future in the new era.
