Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry reaffirmed Pakistan’s commitment to transforming the shipbreaking industry in line with the Hong Kong Convention (HKC). Chairing a review meeting, he emphasised that the Gadani yard, ranked the world’s third-largest, must transition into a sustainable and climate-conscious hub.
The minister instructed the Ports & Shipping administration to issue the first “green yard certificate” within one week, ensuring strict adherence to HKC compliance. With 135 designated plots across 10 kilometres, Gadani is already undergoing transformation, where 11 yards are close to eco-friendly completion and 20 more will begin green operations by June 2026.
He highlighted that full compliance with HKC, which becomes legally binding in June 2025, is not just a legal requirement but also a national responsibility to fight climate change. “Green ship recycling is central to environmental protection and sustainable economic growth,” he said, calling for collaboration with the Balochistan government to make Gadani a global model for safe dismantling.
A multi-stakeholder committee led by the Maritime Ministry’s technical advisor has been tasked with closing infrastructure gaps. To support the transition, a Rs12 billion federal project is being rolled out to equip Gadani with modern facilities, including a hazardous waste treatment plant, a one-window facilitation centre, fire and rescue services, a hospital, water supply, and improved roads.
The minister also announced the establishment of a National Centre of Excellence in Karachi to promote green ports, shipping, and maritime industries through research, training, and innovation.
Under HKC rules, ships over 500 gross tonnage must carry an International Certificate on Inventory of Hazardous Materials (IHM) before recycling, a requirement expected to drastically cut environmental hazards by 2030.
“Pakistan is committed to protecting both its environment and workers,” Chaudhry said, adding that responsible recycling can help Gadani lead globally in sustainable practices while creating green jobs and advancing climate goals.
