Moscow Format Brings Regional Powers Together
Pakistan urged regional countries to collaborate to tackle threats emerging from Afghanistan during the Moscow Format Consultations in Moscow. The 7th edition included representatives from Afghanistan, India, Iran, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan, and Uzbekistan. Notably, Afghanistan joined as a full member for the first time, while Belarus attended as a guest.
Strengthening Counter-Terrorism Efforts
During the consultations, Pakistan’s Special Representative to Afghanistan, Ambassador Muhammad Sadiq, emphasised the urgent need for regional coordination to dismantle terrorist networks operating from Afghan soil, including Tehreek-i-Taliban Pakistan (TTP). He also highlighted that counter-terrorism measures should be accompanied by political and economic cooperation, as well as anti-drug initiatives. Pakistan reaffirmed its commitment to ensuring a peaceful and secure Afghanistan.
Afghanistan’s Role in Regional Security
The joint statement issued at the conclusion of the talks stressed Afghanistan’s importance in regional security. Participants highlighted the necessity of eliminating terrorism to prevent Afghan soil from being used against neighbouring countries. Additionally, they encouraged the development of Afghanistan’s economic and trade relations, investment cooperation, regional connectivity, and humanitarian support. Importantly, the statement urged that aid must not be politicised.
Rejecting Foreign Military Presence
The consultations explicitly opposed attempts by foreign powers, implicitly the US, to deploy military infrastructure in Afghanistan. This included former President Trump’s proposals to regain control of Bagram Airbase. The Taliban government has made it clear that no foreign military presence will be allowed.
Bilateral Talks on Trade and Connectivity
On the sidelines, Ambassador Sadiq held in-depth discussions with Afghan Foreign Minister Amir Khan Muttaqi. They focused on trade, transit, regional connectivity, and security concerns. Both sides agreed to streamline customs procedures, enhance infrastructure links, and unlock the potential of regional trade corridors. Furthermore, separate meetings with Chinese and Iranian counterparts reinforced cooperation on regional security, counter-terrorism, and humanitarian support.
Afghanistan-Russia Cooperation Expands
Foreign Minister Muttaqi also met Russian Foreign Minister Sergey Lavrov to discuss bilateral relations, economic cooperation, regional projects, and drug control. He welcomed Russia’s recognition of the Islamic Emirate of Afghanistan, describing it as a milestone for Afghanistan’s integration into international political and economic frameworks.
Commitment to Peace and Development
Overall, the consultations reaffirmed the region’s commitment to a stable, sovereign, and peaceful Afghanistan. The participants stressed the importance of counter-terrorism, economic growth, regional connectivity, and sustainable humanitarian assistance. Moreover, they emphasised the need for ongoing dialogue, collaboration, and coordinated action to support lasting regional peace.
