Pakistan-China agreement opens global doors for engineers

In countries like Pakistan, engineers have long faced challenges in gaining the recognition and career opportunities they deserve, both within the country and internationally, despite their qualifications and dedication.

In this aspect, the Mutual Recognition Agreement (MRA) recently signed between the Pakistan Engineering Council (PEC) and the Chinese Society of Engineers (CSE-CAST) marks a major milestone. The agreement allows PEC-registered engineers to work in China without additional licensing or qualification exams, offering them professional validation and expanded career prospects.

This development is being hailed as a transformative breakthrough, removing long-standing structural barriers and opening up access to China’s advanced engineering sectors.

Now, with only PEC registration, Pakistani engineers can participate in major Chinese projects in energy, ICT, smart infrastructure, and research, including across Belt and Road Initiative (BRI) nations, without facing complex licensing hurdles.

The agreement, signed in Chengdu, is more than just a diplomatic formality. It serves as a strong endorsement of Pakistani engineers’ technical competence and establishes professional equality with their Chinese peers.

This success is credited to the forward-looking leadership of the PEC Governing Body (2024–2027), which prioritized global recognition as a key part of its reform strategy.

Chairman of PEC, Engr. Waseem Nazir, emphasized that the agreement affirms international trust in Pakistani engineers and will not only expand job opportunities for the youth abroad but also strengthen Pakistan’s image as a provider of dependable engineering talent.

Beyond symbolic importance, the agreement has tangible implications. Engineering degrees from PEC and China’s CEEAA-accredited institutions will now be mutually recognized, allowing licensed engineers to work across a broad range of sectors, as long as they adhere to local regulations and ethical codes.

To oversee implementation, a joint PEC–CSE working group will manage professional oversight, CPD programs, and verification of credentials.

This new pathway is a historic opportunity for Pakistani engineers who have long possessed the potential but lacked international platforms to realize it fully. Their presence in Chinese markets is expected to enhance Pakistan’s service exports, boost remittance inflows, and strengthen its reputation as a source of skilled professionals.

The agreement’s timing aligns with PEC’s broader institutional reforms under Engr. Waseem Nazir, reflecting a deliberate strategy to elevate the global standing of Pakistan’s engineering community.
