Reports claiming Pakistan has dropped the 4,500 MW hydropower component of the Diamer-Bhasha Dam are misleading. Government statements and national power-sector planning continue to identify the project as a major source of both water storage and renewable electricity.
Reports circulating about the alleged cancellation of the 4,500 MW power-generation component of the Diamer-Bhasha Dam have raised questions about the future of one of Pakistan’s most important water and energy projects.
The official record, however, tells a different story.
Pakistan’s government has rejected claims that the hydropower component has been cancelled, while national power-sector planning continues to recognise the Diamer-Bhasha Power Project as a 4,500 MW hydropower development.
The distinction matters. A review of financing, construction sequencing, transmission requirements or the timing of generation capacity is not the same as cancelling the power component altogether.
For a project of Diamer-Bhasha’s scale, the difference between “not yet operational,” “being reconsidered,” “rephased” and “cancelled” is substantial. Conflating these terms can create a misleading picture of Pakistan’s infrastructure and energy policy.
Diamer-Bhasha Was Designed as Both a Water and Power Project
The Diamer-Bhasha Dam has never been conceived solely as a water-storage facility.
Its strategic purpose has always combined water security with hydropower generation. The project has been planned with approximately 6.4 million acre-feet of live water storage and 4,500 MW of installed electricity-generation capacity.
The hydropower component is therefore not an auxiliary addition to an otherwise completed dam. It is one of the defining elements of the project’s long-term design.
For Pakistan, that dual function is particularly important.
The country faces increasing pressure on its water resources while simultaneously seeking to expand reliable, domestically generated electricity. Large hydropower projects can address both challenges by improving water regulation while producing electricity without the recurring fuel requirements associated with thermal generation.
That is why Diamer-Bhasha continues to occupy a strategic position in Pakistan’s long-term infrastructure planning.
What the Official Power-Sector Record Says
One of the strongest indicators that the 4,500 MW component has not been abandoned is its continued presence in Pakistan’s power-sector planning.
The National Transmission and Despatch Company’s Transmission System Expansion Plan has identified the Diamer-Bhasha Power Project as a 4,500 MW hydropower project and considered the transmission infrastructure required to evacuate its electricity.
This is important because generation capacity and transmission planning are closely linked.
A project expected to add thousands of megawatts to the national grid requires corresponding investment in transmission infrastructure. Its inclusion in national transmission planning therefore provides a clear indication that the power component remains part of the country’s longer-term electricity architecture.
Similarly, the government’s power-sector planning framework has continued to include Diamer-Bhasha among future generation resources.
The official record therefore does not support the simple claim that Pakistan has “cancelled” the 4,500 MW component.
Why the Cancellation Narrative Is Misleading
The controversy appears to stem from confusion surrounding the project’s implementation and the changing economics of Pakistan’s power sector.
Pakistan is currently reassessing its electricity requirements amid changes in demand, rapid growth in distributed solar generation, excess generation capacity and the financial pressures associated with capacity payments.
Those developments inevitably affect decisions about when new generation should come online and how large infrastructure projects should be financed and integrated into the grid.
But these policy questions should not automatically be interpreted as cancellation.
A government can change a project’s financing model, construction sequence or commissioning timeline without removing the project from its long-term generation strategy.
That distinction is particularly important for Diamer-Bhasha Dam, whose construction timeline extends over many years and whose water-storage and hydropower functions are being developed within a broader national infrastructure strategy.
Diamer-Bhasha’s Strategic Importance Goes Beyond 4,500 MW
The debate over the power component should not obscure the larger strategic importance of Diamer-Bhasha.
Pakistan’s water-security challenge is becoming increasingly difficult.
The country’s dependence on a limited number of major reservoirs, changing precipitation patterns, rising demand for irrigation water and the need to improve flood management have made additional storage capacity a strategic necessity.
Diamer-Bhasha is intended to strengthen that system.
Its reservoir is expected to provide additional water storage while helping regulate flows to downstream infrastructure, including the Tarbela system.
At the same time, the project’s 4,500 MW hydropower capacity represents a significant potential addition to Pakistan’s renewable electricity supply.
The combination is what gives Diamer-Bhasha its national strategic significance.
It is not simply a power project.
It is not simply a dam.
It is a major piece of Pakistan’s long-term water-and-energy security architecture.
Hydropower Remains Relevant to Pakistan’s Energy Future
Pakistan’s energy debate is increasingly focused on affordability, reliability and the composition of the national generation mix.
Solar power is expanding rapidly, while Pakistan continues to deal with the legacy costs of imported fuels and thermal generation.
Hydropower provides a different value proposition.
Once operational, a major hydropower facility can generate electricity without the continuous fuel-import costs associated with thermal plants. It can also contribute to grid stability and complement other renewable resources whose output varies according to weather and time of day.
For Pakistan, therefore, the question surrounding Diamer-Bhasha is not simply how many megawatts the project can add.
It is how that generation can fit into a future electricity system increasingly shaped by solar, hydropower, transmission constraints and changing demand.
That is a legitimate policy debate.
Calling the project cancelled, however, is a different claim—and one that the current official record does not substantiate.
The Real Question Is How, Not Whether
The more meaningful questions surrounding the Diamer-Bhasha power component concern financing, implementation, transmission and timing.
How will the 4,500 MW capacity be financed?
When will the generation facilities be developed in relation to the main dam?
How will the electricity be evacuated from the remote northern region?
How will the project fit into Pakistan’s evolving generation-demand balance?
And how will policymakers ensure that the enormous investment required delivers long-term economic value?
These are serious questions deserving serious analysis.
They are also very different from claiming that the power component has been cancelled.
A National Project Still Serving Two Strategic Needs
Diamer-Bhasha occupies a unique position in Pakistan’s development strategy because it addresses two problems simultaneously.
Pakistan needs more water storage.
Pakistan also needs reliable, affordable and domestically generated electricity.
The project was designed around both requirements, and the 4,500 MW hydropower component remains embedded in Pakistan’s official planning framework.
The government’s rejection of cancellation reports therefore should be understood alongside the broader documentary record.
There is currently no basis for presenting the 4,500 MW Diamer-Bhasha hydropower component as cancelled.
What exists instead is a long-term infrastructure project whose financing, implementation and integration into Pakistan’s evolving energy system will continue to require policy decisions.
The distinction is crucial.
Diamer-Bhasha remains a water-and-energy project. The 4,500 MW hydropower component remains part of Pakistan’s planning horizon.
The debate should now move beyond an inaccurate cancellation narrative and toward the questions that actually matter: how Pakistan will finance, complete, transmit and ultimately utilise one of the country’s most consequential infrastructure investments.
