China is planning new measures to improve the management of low-altitude airspace and develop a civil low-altitude flight supervision platform, according to a draft amendment to the Civil Aviation Law. These efforts aim to accelerate the growth of the low-altitude economy.
The proposed amendments are included in a revised version of the Civil Aviation Law, which is set to be reviewed during the upcoming session of the Standing Committee of the National People’s Congress, scheduled from Tuesday to Friday in Beijing.
The draft encourages the creation and enhancement of flight management systems and regulatory standards that support low-altitude economic activity. It also includes provisions to promote the development of the civil aviation manufacturing industry.
Huang Haihua, spokesperson for the NPC Standing Committee’s Legislative Affairs Commission, stated at a press conference on Monday that China’s capabilities in civil aviation research and manufacturing have significantly advanced over the past 30 years, alongside an expanding transportation market.
To support high-quality development in the sector, the draft revision includes measures to back the research of critical core technologies. These are intended to boost China’s capacity to design and manufacture large aircraft and high-performance engines.
The draft also addresses growing public concern over issues such as airline ticketing policies, flight delays, and cancellations. It includes specific provisions aimed at strengthening the protection of passenger rights and interests.
