Xi demands all-out efforts to carry out reform tasks during the sixth meeting of the Central Commission for Deepening Overall Reform.

Chinese President Xi Jinping on Thursday called for full-scale efforts to ensure the successful implementation of the country’s reform initiatives.

Xi, who also serves as the general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made these remarks while leading the sixth meeting of the Central Commission for Deepening Overall Reform, which he heads.

Xi highlighted that the further deepening of comprehensive reforms has a strong foundation and favorable conditions, urging the effective utilization of past reform successes and experiences.

“We must keep our minds open, seek truth through facts, stay aligned with the times, and adopt a realistic and pragmatic approach,” Xi emphasized.

Attendees of the Meeting

The meeting was attended by Li Qiang, Wang Huning, and Cai Qi, all members of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy directors of the Central Commission for Deepening Overall Reform.

During the meeting, a plan was reviewed and approved for central Party and state departments to execute major reform measures outlined in a key resolution adopted at the third plenum of the 20th CPC Central Committee last month, along with a guideline for enhancing pilot free trade zones.

The resolution proposed over 300 reform measures across various sectors including the economy, culture, and ecology, as part of the Party’s strategy to deepen reforms comprehensively and advance Chinese modernization.

Thursday’s meeting emphasized the necessity of maintaining the centralized and unified leadership of the CPC Central Committee over reforms and ensuring the proper sequence, pace, and timing of these reforms.

The meeting called for accelerating the implementation of key reform measures, improving the alignment of reform policies, and actively evaluating the impact of reforms on economic and social development.

It also stressed the importance of conducting thorough investigation and research on major reform tasks, developing detailed implementation plans, and enhancing supervision, inspection, and evaluation of reform-related work.

The meeting highlighted the significant and pioneering institutional innovations achieved by the country’s 22 pilot free trade zones since the 18th CPC National Congress in 2012, urging continued high-standard opening up and a focus on institutional innovations.

It encouraged the pursuit of pilot reforms and groundbreaking, integrated explorations in these zones.

The meeting also emphasized the need to refine policy mechanisms to facilitate trade, investment, capital flows, transportation, and travel, as well as to ensure the secure and orderly flow of data.

Efforts were called for to balance development with security and to enhance risk prevention and control capabilities.
