China is reviewing a new law aimed at strengthening social assistance and ensuring basic living support for vulnerable citizens. The draft legislation has been submitted for a second reading at the Standing Committee of the National People’s Congress, the country’s top legislative body.
The proposed law seeks to clarify eligibility criteria, streamline application procedures, and deliver timely, targeted assistance through a tiered support system. It also introduces strict protections for personal data, making unauthorized disclosure or misuse of applicants’ information legally punishable.
Officials say the legislation will require local governments to include social assistance in development plans and allocate funds according to regional needs. The reform also encourages participation from citizens, organizations, and institutions to build a broader and more effective social safety net.
