Chinese authorities have released guidelines, to map out the nation’s development of AI metrology capabilities. This will enable China to track the country’s metrology capacity in a systematic way.
SAMR Report
The National Development and Reform Commission and the State Administration for Market Regulation (SAMR) published the guidelines. According to the SAMR, the publication of this guidance represents a significant change in China’s AI industry. The development not only focuses on increasing computing power and size to enhancing quality and fortifying fundamental skills.
According to the SAMR, this is crucial for advancing the deep integration of AI technology with the actual economy and quickening the creation of new, high-caliber productive forces.
Areas of improvement
The guideline will ensure improvement in 6 areas: foundational support, general technology, core technology, metrological technical standards, metrology service industry, and intelligent empowerment of metrology. The execution of the “AI Plus” plan is a clear focus of China’s 15th Five-Year Plan (2026-2030), which was unveiled in March 2026.
The latest AI metrology guideline signals a strategic transition from rapid AI expansion toward precision, reliability and industrial integration. By focusing on standards, calibration systems and measurement capabilities, Beijing aims to build trustworthy AI infrastructure that can support advanced manufacturing, autonomous systems, healthcare and smart governance. Strengthening metrology standards could also help China reduce dependence on foreign technological benchmarks, enhance global competitiveness, and shape international AI governance and technical standards in emerging industries.
