China’s envoy to the United Nations, Geng Shuang, highlighted on Monday the growing global threat of terrorism, describing the international counterterrorism landscape as increasingly complex and severe. Speaking during the sixth committee of the 80th UN General Assembly, he stressed the urgency of coordinated global action and proposed three key strategies to eliminate terrorism.
Unified International Approach
Geng urged all nations to adopt a unified and non-selective approach in combating terrorism. He emphasised that counterterrorism efforts should respect international law, avoid double standards, and not be linked to any specific country, ethnicity, or religion.
Strengthening Legal Frameworks
China called for enhancing the international legal structure for counterterrorism, stressing the importance of implementing UN Security Council and General Assembly resolutions. Geng advocated the formulation of a comprehensive convention on international terrorism, ensuring that actions respect sovereignty, territorial integrity, and human rights.
Comprehensive Systematic Measures
China proposed addressing both the root causes and manifestations of terrorism. Geng highlighted the importance of peaceful dispute resolution, reducing conflicts, and prioritising development to break the cycle of poverty and terrorism. He also stressed leveraging technological innovation to tackle emerging threats like digital terrorism.
Sanctions on BLA and ETIM
Geng highlighted that China remains a victim of terrorist activities, particularly by the UN-designated East Turkistan Islamic Movement (ETIM). He urged global measures to counter ETIM and other terrorist groups, specifically calling for sanctions against the Baloch Liberation Army (BLA) and its affiliate Majeed Brigade.
Global Cooperation for Lasting Peace
China reiterated its commitment to international cooperation under the vision of a shared future for humanity. Through the Global Security Initiative (GSI) and the Global Governance Initiative (GGI), Geng said nations can collectively strengthen counterterrorism frameworks and contribute to global peace and security.
