China has issued a new guideline to advance child-friendly development across society, aiming to protect minors’ lawful rights and promote their healthy, all-round growth, the National Development and Reform Commission (NDRC) announced.
Jointly issued with the Office of National Working Committee on Children and Women under the State Council, the guideline draws on pilot child-friendly city programs. It calls for coordinated measures across social policy, public services, rights protection, growth spaces, and supportive environments for children.
The guideline emphasizes improving public services, free-access and preferential policies in schooling, medical care, travel, sports, and recreation. It also strengthens safety protections for children by enhancing coordination between families, schools, society, the internet, government, and judiciary. Policy coordination and local government support will ensure comprehensive implementation and sustained child-friendly development.
