China Unveils 5-Year Plan for Electronics Industry

China has released a new development plan for its electronic information manufacturing industry. The plan covers the 2026-2030 period under the country’s 15th Five-Year Plan.

The Ministry of Industry and Information Technology and the National Development and Reform Commission jointly issued the plan. It aims to strengthen the sector’s role in China’s industrial development and global manufacturing.

Industry Revenue Target Set at 30 Trillion Yuan

The plan sets an ambitious revenue target for the sector by 2030. Industrial companies with annual main business revenue of at least 20 million yuan are expected to generate more than 30 trillion yuan collectively.

Meanwhile, the sector’s research and development investment intensity is expected to reach 3.5%.

The plan identifies electronic information manufacturing as a pillar of China’s national economy.

China Maintains Global Electronics Leadership

China’s electronic information manufacturing industry has maintained a leading position in the country’s industrial sector.

By 2025, the sector had ranked first among China’s 41 major industrial sectors by revenue for 13 consecutive years. During the 14th Five-Year Plan period, China also remained among the world’s largest producers of mobile phones, computers, and other consumer electronics.

AI to Drive Industrial Innovation

Artificial intelligence will play a major role in the new development strategy. The plan calls for China to seize opportunities created by AI and accelerate innovation across the industrial chain.

In addition, officials aim to expand the use of new technologies and products. This approach will support China’s broader goals of becoming a manufacturing and cyber powerhouse.

Focus on Key Technology Sectors

By 2030, China aims to strengthen its technological and product advantages in several strategic areas.

These include:

  • Integrated circuits
  • Advanced computing
  • Consumer electronics
  • Basic electronics
  • Energy electronics
  • Intelligent terminals
  • Optoelectronic technologies

The plan also targets a significant increase in the use of new-generation intelligent terminals.

Integrated Circuits and BeiDou Get Priority

The strategy calls for breakthroughs across the full integrated-circuit supply chain. It also promotes innovation and wider adoption of consumer electronic products.

Furthermore, China plans to expand the use of the BeiDou Navigation Satellite System. The goal is to move BeiDou from industry-specific applications toward broader public use.

Space Computing and Autonomous Driving

The plan also identifies several emerging technologies for development. These include optoelectronic integrated platforms and space computing systems.

At the same time, China plans to develop highly secure autonomous-driving control systems. Such technologies could support the wider integration of advanced digital systems into transportation and other industries.

China’s Electronics Sector Enters New Phase

Overall, the 2026-2030 plan places technology, AI, and industrial innovation at the center of China’s electronic information manufacturing strategy.

With a 30 trillion yuan revenue target and higher R&D investment, the plan sets clear priorities for the sector over the next five years.
