SPEC Refinery Pvt Ltd plans to establish Pakistan’s first deep-conversion greenfield refinery in Hub through an investment of $4.5 billion.
Project Aims to Strengthen Energy Security
During a meeting with Commerce Minister Jam Kamal Khan, company representatives reviewed project progress and outlined its strategic importance. Moreover, the refinery aims to reduce dependence on imported refined petroleum products and strengthen national energy security.
Advanced Refining Technology Planned
The proposed facility will use deep-conversion refining technology to maximize output of high-value petroleum products. In addition, the plant will process multiple crude oil grades sourced from international markets.
Government Support Sought for Implementation
Company officials requested support for implementing the Greenfield Refinery Policy and accelerating remaining approvals from the Federal Board of Revenue. Consequently, faster approvals could support timely project execution.
Economic and Industrial Impact
According to project estimates, the refinery could create around 2,000 direct and indirect jobs during construction and operational phases. Furthermore, the investment may support skills development, technology transfer, and regional industrial growth.
Hub Positioned for Industrial Expansion
Officials noted that groundwork has already started while implementation plans continue to evolve. Meanwhile, the government highlighted Pakistan’s strategic location connecting South Asia, Central Asia, the Middle East, and western China.
Long-Term Growth Outlook
Overall, the project could contribute to downstream petrochemical development and strengthen Pakistan’s position as a regional center for trade, energy, manufacturing, and logistics.
