Gwadar Port, Xinning Sign Deal for Industrial Growth

The Gwadar Port Authority (GPA) has signed a Letter of Intent (LoI) with China’s Xinning Enterprise to accelerate industrial and commercial investments at Gwadar Port and its Free Zone, the Ministry of Maritime Affairs confirmed on Tuesday.

Pushing Forward Gwadar’s Economic Potential

The agreement is a vital development in Pakistan’s efforts to commercialise Gwadar Port, a flagship project under the China-Pakistan Economic Corridor (CPEC). Although operational for over a decade, the port has remained underutilised. With this new collaboration, the government aims to revitalise Gwadar by rerouting cargo through the port and stimulating private-sector engagement.

Scope of Agreement: Transhipment and Industrial Projects

According to the Ministry’s press release, the Letter of Intent covers diverse initiatives including:

  • Developing Gwadar as a regional transhipment hub

  • Launching new industrial projects

  • Optimising current facilities in the Gwadar Free Zone

  • Relocating industries to enhance port efficiency

The LoI was signed by Yi Jiang of Xinning Enterprise and received by Umer Zaffar Shaikh, Additional Secretary of the Maritime Affairs Ministry. GPA Chairman Noorul Haq Baloch also joined the signing virtually.

Gwadar Port, Xinning Sign Deal for Industrial Growth

Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry, praised the partnership as a strategic milestone, stating it reinforces Gwadar’s growing status in regional trade and investment. He highlighted Xinning Enterprise’s potential to boost port operations, attract foreign direct investment, and contribute to Balochistan’s economic development.

Both sides reaffirmed compliance with Pakistan’s regulatory framework and agreed to continue dialogue to finalise investment mechanisms and future project implementation.

Strengthening Maritime Connectivity

Situated along the Arabian Sea, Gwadar serves as a gateway to the Gulf and Central Asia. Its geostrategic location places it at the centre of Pakistan’s vision for enhanced regional trade and maritime connectivity.

Last month, the Ministry revealed expansion plans for Gwadar Port, including new shipping lines and the launch of a ferry service connecting Pakistan with Gulf Cooperation Council (GCC) countries.

New Ferry Service for Passengers and Trade

To complement Gwadar’s development, Pakistan has issued its first ferry service license to international operator Sea Keepers. This route will serve religious pilgrims, expatriate workers, and tourists, creating a cost-effective maritime link between Pakistan and the Gulf.

Economic Revival Through Regional Integration

As Pakistan works to stabilise its economy after a severe crisis, supported by a $7 billion IMF package, the government is banking on Gwadar’s strategic potential to drive transit trade and foreign investment.

The signing of this LoI reflects the broader goal of economic revival through regional integration. Under Prime Minister Shehbaz Sharif, Pakistan is actively pursuing trade and investment partnerships with the Gulf and Central Asian states.
