Beijing, March 4, 2025 – The Third Session of the 14th National People’s Congress (NPC), China’s top legislature, is set to commence in Beijing on March 5 and will run until March 11. The session will focus on key national policies, economic development, and governance reforms, with a packed agenda that reflects China’s priorities for the coming year.
During a press conference held at the Great Hall of the People, the spokesperson for the NPC addressed journalists and outlined the major agenda items for the session. Of the 2,929 deputies elected to the 14th NPC, 2,893 have registered, signaling the readiness of the legislative body for the important discussions ahead.
This session marks the final year of China’s 14th Five-Year Plan (2021-2025) and is seen as a crucial time for reviewing progress and setting the stage for deeper reforms. The NPC will work under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, implementing key policies from the 20th Communist Party of China (CPC) National Congress.
Key Agenda Items
The preparatory meeting held on March 4 confirmed seven major items on the session’s agenda:
- Government Work Report: Deputies will deliberate on the report detailing the government’s achievements and future plans.
- Economic and Social Development Plans: Review of the implementation of the 2024 economic and social development plan and discussion of the draft plan for 2025.
- Budget Review: Examination of the execution of the 2024 central and local budgets, alongside the draft budgets for 2025.
- Legislation on NPC Deputies: Consideration of a bill amending the Law on Deputies to the National People’s Congress and Local People’s Congresses at Various Levels.
- NPC Standing Committee Report: Deliberation on the annual work report of the NPC Standing Committee.
- Judicial Reports: Review of the work reports of the Supreme People’s Court and Supreme People’s Procuratorate.
- Policy and Legislative Reforms: Focus on governance improvements, economic policies, and initiatives to enhance China’s path to modernization.
Three press conferences will be held on the sidelines of the session, where top officials will address key issues related to China’s diplomacy, economy, and public welfare. The “Deputies’ Corridor” will provide opportunities for NPC deputies to share their insights, while the “Ministers’ Corridor” will allow government ministers to elaborate on policies and respond to public concerns.
