Chinese President Xi Jinping holds talks with CPV general secretary To Lam in Hanoi as he is on an official visit.
Chinese President and CPC General Secretary Xi Jinping emphasized the need to deepen the development of a China-Vietnam community with a shared destiny during his official visit to Vietnam, where he met with CPV General Secretary To Lam.
Xi expressed satisfaction at the success of their reciprocal visits, highlighting the significance of milestones such as the 95th anniversary of CPV, 80 years of Vietnam’s founding, and 50 years since southern Vietnam’s liberation, extending congratulations on behalf of China.
He reaffirmed China’s ongoing support for Vietnam’s socialist development path tailored to its national context and expressed confidence in Vietnam’s preparations for its 14th Party Congress and pursuit of centennial goals.
Marking 75 years of China-Vietnam diplomatic relations and the People-to-People Exchange Year, Xi recalled how both countries have stood by each other in past struggles and development journeys, setting an example of socialist solidarity.
Xi noted that in a world marked by volatility, China and Vietnam’s commitment to peaceful development and close cooperation brings much-needed stability and certainty.
At this historical juncture, Xi urged both sides to build on past achievements and deepen the traditional friendship marked by camaraderie and brotherhood.
He laid out six core goals to guide bilateral efforts: enhancing political trust, strengthening security cooperation, expanding practical collaboration, deepening public support, coordinating multilaterally, and effectively managing disputes, particularly maritime ones.
Xi emphasized that developing a China-Vietnam community with a shared future has global significance, noting that their joint modernization path will help drive peace, stability, and development in the region and beyond.
Both countries are strong advocates for openness and globalization, contributing to stable supply chains and playing a vital role in sustaining global economic flows.
Using a metaphor, Xi said that navigating global challenges requires shared efforts, asserting that Vietnam and China must oppose unilateralism and uphold the multilateral trade system.
Six Proposals by Xi:
First, Xi called for stronger strategic political trust, urging top leaders to maintain close communication and deepen mutual governance understanding.
Second, he suggested bolstering security cooperation via a ministerial-level “3+3” dialogue mechanism to jointly tackle cross-border crimes and ensure regional peace.
Third, Xi advocated for boosting high-quality bilateral economic cooperation by aligning China’s new productive forces with Vietnam’s growth strategies, improving infrastructure connectivity, promoting high-tech industries, and enhancing trade and investment.
Fourth, he proposed deepening people-to-people exchanges through tourism, culture, public health, and especially youth-focused “Red Study Tours,” to strengthen mutual understanding.
Fifth, Xi urged closer cooperation in multilateral forums, stressing the need to uphold the post-WWII order, UN-centered system, and advocate for equitable globalization and multipolarity.
Sixth, he emphasized the importance of constructive maritime cooperation, calling for progress on joint development in the South China Sea and the conclusion of a binding Code of Conduct.
