President Xi emphasizes effective planning for 2026-2030 development as China is aiming to meet the goals of the 14th Five-Year Plan (2021-2025)
Chinese President Xi Jinping called for careful planning of the nation’s economic and social development for the 2026-2030 period, emphasizing the importance of effectively managing domestic affairs and ensuring a balance between development and security.
This statement was made as China intensifies efforts to meet the goals outlined in the 14th Five-Year Plan (2021-2025), which is nearing its final year of implementation, and to prepare for the upcoming five-year plan.
Xi highlighted that the planning should focus on achieving the objective of socialist modernization and advancing national rejuvenation, with an aim to build a great country. He shared his views during a symposium on China’s economic and social development in the 15th Five-Year Plan period (2026-2030).
The five-year plan is a crucial document guiding China’s medium-to-long-term development, providing a framework for the country’s overall goals, major tasks, and policy directions across various sectors for the upcoming five years.
In shaping the next phase of economic and social development, Xi emphasized the need to adapt to changing circumstances and prioritize strategic goals. He also stressed the importance of setting reasonable targets and designing specific approaches for each field.
Xi reiterated that China must focus on managing its own affairs, while also expanding high-standard openness and advancing high-quality development across all sectors. He emphasized that ensuring both development and security is essential, urging the improvement of the national security system while assessing both domestic and external risks.
Since its inception in the 1950s, the five-year plan has been pivotal in China’s development strategy, blending centralized leadership from the CPC Central Committee with broad democratic involvement in the process.
In 2020, Xi led the drafting of the 14th Five-Year Plan and long-term goals for 2035, conducting several symposiums to gather input from various sectors of society.
Wang Huiyao, president of the Center for China and Globalization, remarked that China’s five-year plans offer global economic certainty, especially in times of international unpredictability.
A recent meeting of the CPC Central Committee’s Political Bureau, chaired by Xi, emphasized addressing external uncertainties through China’s high-quality development as a reliable anchor.
Wednesday’s symposium was attended by Premier Li Qiang and Cai Qi, director of the CPC Central Committee’s General Office, both of whom are members of the Political Bureau’s Standing Committee.
After hearing feedback from provincial leaders, Xi emphasized prioritizing the development of new productive forces suited to local conditions in the coming five years. He also stressed the importance of technological innovation and the real economy, calling for the transformation of traditional industries, the development of emerging sectors, and proactive measures for future industries to modernize China’s industrial system.
Xi also called for efforts to improve people’s livelihoods through development and to continue advancing common prosperity.
Wang Huiyao highlighted that the next five-year plan could solidify China’s position as the world’s largest middle-class consumer market and a stabilizer of global supply chains, further contributing to international cooperation.
According to a recent report by consulting firm Deloitte China, the country is expected to accelerate its economic transformation over the next five years, with a focus on technological innovation, the integration of the digital economy and AI, green development, and further opening up.
