PMYP signs LoI with Chinese partners to empower youth training and enhance their digital skills.
The Prime Minister’s Youth Programme (PMYP) has taken a significant step to empower Pakistan’s youth and boost readiness for the digital economy by signing a Letter of Intent (LoI) with ITMC China, UNI International, and top Chinese vocational colleges. The agreement was formalized in a meeting chaired by PMYP Chairman Rana Mashhood Ahmad Khan at the Prime Minister’s Office on Friday.
This strategic partnership focuses on developing a digitally skilled workforce by offering short-term, employment-focused training courses in collaboration with Pakistan’s NAVTTC, TEVTAs, and Chinese TVET institutions. Forty to fifty specialized digital trades have been identified, spanning sectors such as E-Commerce, Digital Marketing, Artificial Intelligence, Fintech, Tourism, and Creative Entrepreneurship.
Over the next two years, the program aims to train 1,000 local master trainers following Chinese occupational and curriculum standards. PMYP will select the top 100 educational institutions, including universities and vocational centers, to nominate 10 master trainers each, targeting 200 trainers by 2025 and 800 by 2026.
Training will be delivered through a hybrid model combining online and offline learning, supported by practical software, training platforms, and certification from ITMC and Chinese TVET colleges. Over five years, the program intends to train up to 100,000 youth, with each institute educating around 100 trainees annually.
Moreover, aligned with China’s international cooperation goals, 30 to 50 Centers of Excellence (CoEs) will be set up throughout Pakistan to provide physical training infrastructure in partnership with NAVTTC, TEVTAs, and Chinese institutions. Additionally, 100,000 free freelancer accounts will be offered to help grow Pakistan’s freelance economy.
Upon completion of courses and software training, trainees will receive internationally recognized e-certificates. The specialized programs will cover skills such as Amazon Store Operations, Cross-border E-commerce Live Streaming, AI Intelligent Agent Development, Business Data Analysis, Digital Marketing, and AIGC Technology Applications.
To oversee the initiative, a Joint Working Group involving PMYP, ITMC, and UNI International will be established. The first group of 200 master trainers will be selected and inducted, with a Training of Trainers (ToT) Opening Ceremony marking the official launch. This collaboration is a major move to close the digital skills gap and improve youth employability, supporting the government’s vision of economic growth through technology and innovation.
