The 28th International Commission on Large Dams (ICOLD) Congress and 93rd Annual Meeting concluded successfully in Chengdu, China. Co-hosted by China’s Ministry of Water Resources, the Sichuan Provincial Government, and ICOLD, the event welcomed officials, scholars, and experts from over 80 countries involved in global dam and reservoir development. Attendees signed the “World Declaration of Chengdu,” aiming to enhance global cooperation in dam engineering, and exchanged knowledge on key water infrastructure achievements. Pakistan’s Karot HPP featured at ICOLD 2025 highlighted the role of renewable energy resources in fostering regional development.
The 720MW Karot Hydropower Project, located on the border between Azad Jammu and Kashmir and Punjab was among the notable projects presented as successful case study. This initiative, backed by Chinese support, was showcased as an example of how hydropower can significantly contribute to regional development. It left a significantly strong impression on attendees.
Moaaz Awan, Senior Manager at China Three Gorges South Asia Investment Ltd., presented the Karot project and later spoke to China Economic Net. He emphasized the project’s unique design and its strategic location near Islamabad and Rawalpindi. Awan also noted that its financing model—featuring collaboration between Chinese banks and global financiers under the Belt and Road Initiative—reflects a true multilateral effort. Karot, as the first large-scale operational BRI hydropower project, marks a significant milestone in supporting development and climate objectives in Global South nations.
The Karot Hydropower Project produces about 3,206 GWh of renewable electricity annually and reduces carbon emissions by roughly 3.5 million tons of CO₂ per year. A comprehensive Environmental and Social Management Plan has been implemented to ensure the project’s sustainability.
Awan further highlighted that Karot has carried out wide-ranging community development programs during both construction and operational phases. These initiatives have enhanced local living standards. Additionally, the project has adopted a Biodiversity Management Plan focused on preserving regional flora and fauna, aiming for no net loss. Although such programs require time, early signs are encouraging.
The ICOLD Congress, held thrice a year, is considered the most significant academic platform in dam engineering. Moaaz Awan expressed his gratitude for participating and praised the Chinese hosts for organizing a high-caliber event. With nearly 3,000 experts in attendance, the congress drew exceptional global attention. He added that China’s expertise in dam construction, highlighted by projects like the Three Gorges, Baihetan, and Wudongde, continues to inspire international interest and learning.
