Chinese premier stresses solid work to meet annual goals of social development and the need for developing new quality productive forces.
Chinese Premier Li Qiang emphasized the importance of implementing reform measures effectively and achieving the annual economic and social development goals, driven by further deepening comprehensive reform, during a plenary meeting of the State Council on Friday.
Li highlighted the need to strengthen the impact of reforms, with economic structural reform as the leading focus. He stressed promoting fiscal and tax reform, building a unified national market, and advancing new urbanization as key priorities.
To sustain economic recovery, Li called for expanded domestic demand, with a special focus on boosting consumption. He emphasized improving service consumption in both scale and quality and suggested differentiated policies to meet the diverse needs of various groups, fully unlocking consumption potential.
Regarding investment, Li underscored the importance of leveraging government investment effectively and ensuring the successful implementation of policies that support private investment. He recommended increasing the scope, scale, and proportion of local government special bonds as capital funds.
Li also stressed the importance of improving communication and exchange between the government and businesses. He urged that businesses’ concerns be listened to and their challenges addressed.
The premier emphasized the need for developing new quality productive forces tailored to local conditions and supporting the promotion, application, and upgrading of new technologies and products.
Li called for proactive adaptation to change, enhanced high-standard opening up, and efforts to attract and utilize foreign investment. He also highlighted the importance of supporting livelihoods, stabilizing employment for key groups, and implementing measures to raise residents’ incomes.
Lastly, Li stressed the importance of law-based government work, noting that the primary goal of administrative law enforcement should be to maintain order in the socialist market economy and foster a favorable business environment for innovative development across all market entities.
