China, Germany to deepen all-round strategic partnership as Xi and Merz held a telephonic conversation.

Chinese President Xi Jinping expressed China’s readiness to collaborate with Germany to usher in a new phase in their comprehensive strategic partnership, advance China-EU relations, and contribute positively to global economic stability.

During a phone conversation with German Chancellor Friedrich Merz, Xi extended his congratulations on Merz’s appointment. He emphasized that amid rapid global changes and increasing uncertainty, the strategic importance of China’s ties with Germany and the EU has become more critical than ever.

President Xi noted that a stable and constructive relationship between China and Germany benefits both nations and aligns with the expectations of stakeholders across China and Europe.

He highlighted that the strong China-Germany partnership has been built on mutual respect, managing differences constructively, and pursuing win-win cooperation. Xi urged both sides to continue upholding these principles.

Xi first called for strengthening political trust. He reiterated that China views Germany as a strategic partner, supports its development and prosperity, and seeks to maintain close high-level exchanges while respecting each other’s core interests to reinforce the political foundation of their ties.

Secondly, Xi emphasized the need to enhance the resilience of bilateral ties. He proposed expanding traditional areas of cooperation, like automobiles and chemicals, while deepening collaboration in advanced sectors such as AI and quantum technology. He also called for joint efforts in addressing climate change and promoting green development.

Thirdly, Xi stressed maintaining strong momentum in cooperation. He said China is willing to share the benefits of its continued opening-up with Germany and hopes Berlin will support mutual investment, ensuring a fair and non-discriminatory environment for Chinese companies.

Xi affirmed that a partnership model is the correct framework for China-Germany and China-EU relations, and underscored that a stable and predictable policy atmosphere is vital for sustaining bilateral cooperation.

He added that as major global players, both China and Germany bear shared responsibilities. Marking 50 years of China-EU diplomatic ties, Xi suggested the two sides reflect on their successful collaboration and jointly support multilateralism, free trade, openness, and mutually beneficial partnerships.

Chancellor Merz acknowledged China as a key global actor and noted the healthy development of Germany-China ties, with practical cooperation producing significant outcomes.

Given the current international environment, Merz remarked that close cooperation between China and Germany is more meaningful than ever, given that they are two world’s most leading economies.

He affirmed the new German government’s commitment to the one-China policy and expressed readiness to constructively and pragmatically enhance the strategic partnership with China.

Germany looks forward to deepening engagement with China across multiple sectors, promoting openness and mutual gain, advocating fair trade, preserving global peace, and jointly addressing climate change and other pressing global challenges, Merz said.

Merz added that robust and stable China-EU relations serve the interests of both sides, and Germany is committed to playing a proactive role in this regard.

The two leaders also exchanged perspectives on the Ukraine crisis during their discussion.
