Rio de Janeiro — Local time on April 28, 2025, Wang Yi, a member of the Political Bureau of the Central Committee of the Communist Party of China and Minister of Foreign Affairs, attended the first – stage meeting of the BRICS Foreign Ministers’ Meeting in Rio de Janeiro. Brazilian Foreign Minister Vieira chaired the meeting, and all parties discussed the role of BRICS countries in promoting peace and security.
Wang Yi said that this year marks the 80th anniversary of the founding of the United Nations. The founding of the United Nations has opened a new chapter for countries to jointly build peace and seek development, and has promoted the great progress of human civilization. 80 years later, the international pattern has undergone profound changes, and the world has entered a period of turbulence and transformation. The cause of peace and development is facing new severe challenges. The basic concept of international cooperation has been eroded, the development foundation of international relations has been continuously challenged, and the international environment for peaceful development is facing impacts. At this critical moment in history, whether countries can make the right choices is crucial to the future of humanity. As a constructive force for good on the international stage, BRICS countries should take the lead in being the mainstay of the cause of peace and development.
First, we should adhere to universal security. We should practice the Global Security Initiative put forward by President Xi Jinping, promote all countries in the world to jointly discuss security governance on the premise of mutual respect, jointly build lasting peace on the basis of fairness and justice, and embark on a new path of security featuring dialogue rather than confrontation, partnership rather than alliance, and win – win cooperation rather than zero – sum game.
Second, we should actively promote peace – making and dialogue. We should uphold an objective and just stance, adhere to resolving differences through dialogue and negotiation, support the United Nations agencies to perform their duties, and create conditions for the political settlement. China supports all efforts to peacefully resolve the Ukraine crisis, and hopes that the parties concerned will solve the root causes of the crisis and reach a fair, lasting, binding and acceptable peace agreement by all parties as soon as possible. The top priority of the Middle East issue is to promote a comprehensive cease – fire in Gaza to relieve the humanitarian disaster. The long – term solution is to promote the “two – state solution” to achieve peaceful coexistence between the State of Palestine and the State of Israel. China is willing to work with other BRICS members to achieve long – term stability and peace in the Middle East.
Third, we should consolidate the foundation of development. We should continue to hold high the banner of open cooperation, firmly safeguard the multilateral trading system, promote the mutually beneficial and integrated development of all countries, and support inclusive economic globalization. China is willing to strengthen practical cooperation with BRICS countries in poverty reduction, agriculture, education, health and other fields, and provide more public goods for the Global South.
Fourth, we should strengthen practical cooperation. We should give full play to the role of the BRICS Counter – Terrorism Working Group, strengthen information sharing and experience exchange, and promote law – enforcement cooperation and capacity – building. We should build the BRICS Vaccine R & D Center well, earnestly implement the BRICS Food Security Cooperation Strategy, expand cooperation in new fields such as the deep sea, polar regions and outer space, and jointly meet global challenges.
All parties welcome Indonesia’s first attendance as a full member at the BRICS Foreign Ministers’ Meeting, and support a series of global initiatives put forward by China. They said that in the face of the complex evolution of the geopolitical situation, BRICS countries should strengthen unity and cooperation, oppose power politics and double standards, advocate peaceful settlement of crises and conflicts through diplomatic rather than military means, cooperation rather than confrontation, and multilateral rather than unilateral means, defend the legitimate rights and interests of BRICS countries and the common interests of the Global South, and promote the building of a more just and reasonable international order to promote openness, inclusiveness and sustainable development.
