Xi calls for healthy, fair AI Development and that China should leverage its national resource mobilization system.
Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, has called for efforts to ensure the healthy and orderly development of artificial intelligence (AI) in a direction that is beneficial, safe, and fair.
He made these remarks while leading a group study session of the Political Bureau of the CPC Central Committee on Friday.
Xi stressed that in response to the rapid evolution of new-generation AI technologies, China must leverage its national resource mobilization system, enhance self-reliance, focus on application-driven development, and guide AI growth in a beneficial, secure, and equitable manner.
During the session, Zheng Nanning, a professor from Xi’an Jiaotong University in Shaanxi Province, delivered a lecture offering insights and suggestions on AI development. Members of the Political Bureau attentively listened and engaged in discussions.
Following the discussions, Xi highlighted that AI, as a key technology driving the new wave of technological and industrial revolution, is significantly transforming human production and lifestyles.
He underlined that the CPC Central Committee has placed great importance on AI development by refining strategic planning and strengthening implementation, leading to comprehensive and systematic progress in the country’s AI capabilities.
However, Xi pointed out existing weaknesses in foundational theories and core technologies, urging the acknowledgment of these gaps and emphasizing the need to advance scientific innovation, industrial growth, and regulatory systems for AI to maintain leadership in both development and governance.
Xi called for breakthroughs in basic theories, methodologies, and tools to establish an early and competitive advantage in the AI field.
He emphasized the importance of consistently boosting basic research and tackling challenges in areas such as high-end chips and foundational software, aiming to build an independent, reliable, and collaborative base for AI technologies.
Xi also stressed the role of AI in transforming scientific research methods and driving innovation across various technological fields.
Highlighting China’s advantages such as abundant data resources, a complete industrial system, broad application scenarios, and a vast market, Xi called for building an enterprise-led system that integrates industry, academia, research, and application to deepen the fusion of AI innovation and industrial development.
He underscored AI’s potential to upgrade traditional industries and foster new areas for emerging and future industries.
Xi advocated for a coordinated approach to developing computing power infrastructure and enhancing the development, use, and sharing of data resources.
He highlighted the need for strong policy support for AI development, including intellectual property rights, fiscal and tax policies, government procurement, and scientific and technological finance.
Xi further stressed the importance of promoting AI education at all educational levels and enhancing public awareness, aiming to nurture a large pool of high-quality talent.
He emphasized the need to improve support mechanisms for AI research, career development, and talent evaluation, as well as to create platforms and opportunities for talents to showcase their abilities.
Xi cautioned that while AI offers significant opportunities, it also poses new risks and challenges. He stressed the importance of understanding AI trends and accelerating the development of laws, regulations, policy systems, application standards, and ethical frameworks to ensure safe and controllable AI development.
He pointed out that AI should be treated as a global public good that benefits all of humanity. Xi advocated for expanded international cooperation in AI, support for technological capacity building in Global South countries, and efforts to bridge the global AI divide.
Finally, Xi called for promoting the coordination of development strategies, governance rules, and technical standards among nations to establish a global governance framework for AI based on broad consensus as soon as possible.
