Xi urges breaking new ground in Yellow River ecological conservation emphasizing the need for comprehensive reforms.
Chinese President Xi Jinping called for significant advancements in ecological conservation and high-quality development for the Yellow River basin during a meeting in Lanzhou on Thursday. Xi, who also serves as the general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, emphasized the need for comprehensive reforms to drive these efforts forward.
Xi highlighted the importance of elevating ecological protection across the entire Yellow River basin and achieving progress in green transformation to improve the quality of life for local residents. He stressed enhancing the holistic framework for ecological protection and collaboration in the basin to bolster national ecological security.
Xi urged intensified pollution control, focusing on the management of major tributaries, lakes, and reservoirs. He advocated for accelerating the transition to ultra-low emissions in key industries and promoting clean and efficient coal use. Fiscal, tax, investment, and pricing policies should support green and low-carbon development, he added.
The president also called for exploring a basin-wide, market-based compensation mechanism for ecological conservation and implementing stringent water resource protection and utilization systems. Improving disaster prevention and reduction systems, as well as ensuring the safety of critical infrastructure like embankments and reservoirs, was also emphasized.
Xi stressed the development of a green, low-carbon economy and the transition from fossil fuels to clean energy in key industries. He called for deepening reform, expanding market openness, and eliminating local protectionism. Reforms related to state assets and state-owned enterprises should be pursued, and support for the private economy should be strengthened.
The coordination of new urbanization and rural revitalization efforts was also highlighted, with a focus on enhancing employment opportunities in both urban and rural areas. Xi underscored the need to protect and promote Yellow River culture, and to advance the protection of cultural and natural heritage, including archaeological work.
Xi urged provincial and regional authorities along the Yellow River to take responsibility for these initiatives and motivate all sectors of society. He also called for ensuring robust economic performance in the final quarter of the year to meet annual development targets. The meeting was attended by Cai Qi and Ding Xuexiang, senior members of the CPC Central Committee.
