President Xi Jinping emphasized the need for rational, inclusive, and law-abiding decision-making to ensure that China’s upcoming five-year plan for economic and social progress is developed with high standards.
In a recent directive on drafting the 15th Five-Year Plan (2026–2030), Xi, who also serves as General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, delivered these remarks.
Xi highlighted that systematically crafting and effectively executing five-year plans has been a key component of the CPC’s governance strategy over the years.
He stated that the 15th Five-Year Plan is crucial for carrying forward the strategic goals set during the 20th CPC National Congress and for pushing forward the country’s modernization drive.
Xi stressed combining top-level strategic planning with public consultation, improving research and dialogue, and fostering widespread consensus during the planning process.
China will begin implementing the 15th Five-Year Plan in 2026, initiating a new phase of national development.
At present, the CPC Central Committee is leading the drafting of the plan’s proposals, while relevant authorities are preparing to gather input from officials, citizens, and experts through various platforms in the coming period.
