August 16 – Upgradation of PR ML-1 project to be carried out in phases under CPEC, an update was given to parliamentary panel.
On Friday, a parliamentary panel was updated on the phased completion of the Pakistan Railway (PR) ML-1 Project under the China-Pakistan Economic Corridor (CPEC). Secretary PR Mazhar Ali Shah informed the Senate Standing Committee on Railways, led by Senator Jam Saifullah Khan, that the ML-1 project, spanning from Karachi to Peshawar, is crucial for the country’s communication network.
Senior officials briefed the committee on the project’s operations, milestones, and existing railway infrastructure. Senator Kamil Ali Agha asked about the impact of recent floods on railway tracks. Officials explained that the ML-1 design includes environmental resilience features, such as cross-drainage and fencing, to mitigate flood effects.
Recommendations from Senators
Senator Jam Saifullah Khan advised that the project’s financing should be cost-effective, reducing travel time and environmental impact. The secretary confirmed the project’s cost-effectiveness and favorable loan conditions, adding that private investment is being sought.
The committee agreed on the importance of enhancing the railway system for long-term public benefit. Senator Kamil Ali Agha suggested presenting the original ML-1 project plan and reviewing changes in its cost and structure, particularly regarding climate change measures. Another, Senator Jam Saifullah Khan also recommended prioritizing and speeding up the project.
Additionally, Senator Shahadat Awan raised concerns about corruption controls and the number of railway officials penalized over the past five years. The ministry’s report showed discrepancies in the number of penalized cases and actions taken, with a reported four billion loss over five years and 10,000 cases. The senator asked for detailed information on fraud and criticized attributing the loss solely to pension issues.
The committee chairman emphasized the need to address these concerns and requested a detailed briefing on theft, corruption, financial losses, and actions taken. Moreover, the secretary Railways assured that the ministry is committed to zero tolerance for corruption and will review audit reports thoroughly, as per the committee’s directions.
The committee also discussed the ratification of Senators Khalil Tahir and Ashraf Ali Jatoi as members of the Railway Advisory Committees for Lahore and Karachi. Lastly, senior officials outlined the committees’ roles, functions, and relevant railway laws.
