Third session of 14th NPC holds second plenary meeting as key official were present during the session.

The third session of the 14th National People’s Congress (NPC), China’s top legislative body, held its second plenary meeting on Saturday to review work reports from the NPC Standing Committee, the Supreme People’s Court (SPC), and the Supreme People’s Procuratorate (SPP).

Chinese President Xi Jinping, along with key leaders Li Qiang, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi, and Han Zheng, were present at the meeting.

During the session, Zhao Leji, chairman of the NPC Standing Committee, presented the annual work report of the national legislature.

Reflecting on the legislature’s work in 2024, Zhao emphasized efforts to uphold the authority of the Constitution by strengthening its implementation and ensuring legal compliance oversight.

To further improve China’s socialist legal system, the legislature deliberated on 39 legislative proposals in the past year, passing 24 of them, which included six newly enacted laws and 14 revisions to existing ones, Zhao noted.

Zhao also highlighted the legislature’s supervisory role, explaining that it reviewed 21 reports submitted by the State Council, the National Commission of Supervision, the SPC, and the SPP.

Additionally, Zhao stated that efforts were made to assist deputies in fulfilling their responsibilities under the law while maintaining close engagement with the public. He also outlined the legislative agenda for 2025.

In his report on the judiciary’s work, SPC President Zhang Jun stated that courts across China handled over 46 million cases and concluded more than 45 million in 2024, maintaining a similar level as the previous year.

Over the past year, Chinese courts prioritized national security, social stability, economic growth, and public welfare by ensuring fair and strict judicial administration, Zhang said.

Looking ahead to 2025, Zhang emphasized that courts will continue to advance the rule of law and contribute to building a socialist legal system at a higher level.

Meanwhile, SPP Procurator-General Ying Yong, in his work report, highlighted the procuratorates’ role in advancing the Peaceful China Initiative and improving public welfare in 2024.

He further stated that in 2025, procuratorates will push forward with reforms and play a greater role in national rejuvenation.
