China steps up policy backing for AI advancement to foster and regulate Artificial Intelligence Industry.
The Chinese government has introduced various policy measures since the start of the year to foster and regulate the growth of the artificial intelligence (AI) industry.
Ministry of Industry and Information Technology
The guideline emphasized the need for AI and advanced computing to accurately identify and nurture these future industries with significant potential in the drive toward new industrialization.
In March, the Ministry of Education launched a nationwide AI Empowerment campaign aimed at improving AI knowledge and skills among teachers and students. Consequently, the campaign seeks to enhance the use of AI in education, develop specialized AI models for teaching and learning, and promote the legal and ethical use of AI.
On July 2, the Ministry of Industry and Information Technology, along with three other government bodies, released guidelines outlining seven key areas for establishing a national AI standard system. These areas include standards for key technologies, intelligent products and services, and industry applications. Accordingly, by 2026, China plans to create over 50 national and industrial AI standards and develop a comprehensive standard system to guide the sector’s high-quality growth.
Artificial Intelligence Research Institute
Wei Kai, head of the Artificial Intelligence Research Institute at the China Academy of Information and Communications Technology, highlighted the need to address various issues in implementing large AI models, such as data governance, platform construction, and computing power distribution, to ensure sustainable AI development.
China’s AI industry has recently advanced in technological innovation, product development, and industry applications, with the sector evolving rapidly alongside new technologies like large models. The country now hosts over 4,500 AI companies, with its core AI industry reaching a value of more than 578 billion yuan (approximately 81 billion U.S. dollars) in 2023, marking a 13.9 percent increase from the previous year.
This year, China introduced the AI Plus initiative in its government work report, a strategic move aimed at expanding the digital economy and driving the modernization of the manufacturing sector.
