China, Cambodia agree to build all-weather community

China, Cambodia agree to build all-weather community as President Xi Jinping held a meeting with Cambodian Prime Minister.

Chinese President Xi Jinping and Cambodian Prime Minister Hun Manet agreed on Thursday to establish an all-weather China-Cambodia community with a shared future in the new era, while also naming 2025 as the China-Cambodia Year of Tourism.

President Xi highlighted the long-standing and deep-rooted friendship between China and Cambodia, built on a strong political foundation and shared values. He emphasized that despite global changes, both nations have remained committed to advancing a shared future for humanity.

Xi pointed out that the world is undergoing profound changes not seen in a century, and emphasized that enhancing the China-Cambodia shared future aligns with the core interests of both nations.

He reiterated China’s enduring support for Cambodia’s pursuit of a development path suited to its unique conditions, the Cambodian government’s governance efforts, and Cambodia’s expanded role in regional and international affairs.

Xi encouraged both countries to use the formation of the all-weather shared future community as a foundation to maintain momentum, implement a new cooperation roadmap, strengthen solidarity, and accelerate progress on the Global Development, Security, and Civilization Initiatives.

He urged both sides to increase political trust, enhance high-quality cooperation, bolster security coordination, promote cultural exchanges, and improve strategic alignment, ultimately benefiting the people of both nations.

Xi also stressed the importance of maximizing the China-Cambodia Intergovernmental Coordination Committee’s role, facilitating successful strategic dialogues between foreign and defense ministers, and expanding communication through political parties and legislatures to collectively face challenges and protect shared interests.

China is ready to share development opportunities with Cambodia and work toward mutual progress, Xi noted.

He called for vigorous efforts to advance high-quality Belt and Road cooperation and expand the “Diamond Hexagon” cooperation mechanism, injecting fresh momentum into both nations’ modernization agendas.

Xi said China welcomes more Chinese companies to invest in Cambodia and will continue to provide market access to Cambodian goods, especially agricultural products.

He emphasized the importance of fostering mutual understanding and goodwill between the peoples of both nations, and enhancing cultural and civilizational exchange.

China will continue to offer scholarships, promote youth dialogue mechanisms, and encourage local-level, media, and think tank exchanges to bring the people of both countries closer, Xi added.

Xi stressed the need for joint efforts to intensify action against online gambling and telecom fraud, aiming to uphold social order and regional stability.

Xi stated that both China and Cambodia, as key members of the Global South, should uphold values of peace, unity, and cooperation.

He urged both nations to stand against unilateralism and bloc politics, practice genuine multilateralism, strengthen collaboration under ASEAN and Lancang-Mekong frameworks, and protect regional peace and development, contributing to a global community with a shared future.

Prime Minister Hun Manet affirmed the longstanding mutual respect between Cambodia and China, calling China the most reliable and trusted partner of Cambodia.

He said Xi’s visit would significantly deepen mutual trust and advance the building of the all-weather Cambodia-China community with a shared future.

Praising China’s development successes, Hun Manet expressed confidence that under Xi’s leadership, China will achieve its Second Centenary Goal. He thanked China for its vital support to Cambodia’s economic growth and independence.

The Cambodian leader reiterated support for the one-China policy and China’s sovereignty, affirming Cambodia’s strong commitment to the friendship, and its intent to maintain high-level exchanges and deepen strategic and security ties.

Hun Manet noted that China is Cambodia’s top trading partner and investor, and expressed readiness to expand cooperation in trade, investment, agriculture, infrastructure, and combatting online crimes, while also promoting educational and cultural exchanges for a successful Tourism Year.

He appreciated China’s proactive global and regional role, and voiced support for Xi’s vision of a shared future, along with the three global initiatives and Belt and Road cooperation.

Amid global uncertainties and threats to the multilateral trading system, China has offered much-needed stability, Hun Manet stated, adding that Cambodia seeks stronger coordination with China to protect their mutual interests.

Following the meeting, both leaders witnessed the signing of over 30 bilateral cooperation agreements in areas such as production and supply chains, AI, development assistance, customs, health, and media.
