Ambassador Khalil Hashmi at the Liaoning International Sister Cities Trade Matchmaking Symposium underscored the importance China’s vision of a future that is open, collaborative and globally integrated.

It is a pleasure to attend the Liaoning International Sister Cities Trade Matchmaking Symposium. This is my first visit to Liaoning, and I must say that the province has left a profound impact. The warm hospitality and the vibrant energy, led by the visionary provincial leadership, highlight Liaoning’s significance in China’s domestic development and its global interactions.
After my meeting with Governor Li and other engagements, it has become evident that Liaoning plays a key role in China’s vision of an open, collaborative, and globally integrated future. This symposium reflects that vision, bringing together sister cities to promote not only economic partnerships but also cultural exchange and mutual understanding. Such relationships are the foundation for a prosperous and peaceful global community.
I would like to discuss the special relationship between Pakistan and China. Our partnership goes beyond diplomacy, rooted in mutual respect, shared goals, and a history of standing together through challenges. Pakistan remains dedicated to further strengthening this bond, which not only benefits both nations but also contributes to global progress.
Ladies and Gentlemen, Pakistan’s Economic and Strategic Vision aligns perfectly with China’s Belt and Road Initiative (BRI), especially through the China-Pakistan Economic Corridor (CPEC). CPEC has already transformed Pakistan’s infrastructure, energy, and connectivity sectors. We are now entering a phase focused on economic diversification, industrial cooperation, and technological innovation. Liaoning, with its robust industrial base, is well-positioned to drive this transformation forward.
In recent years, Pakistan has enhanced Business-to-Business (B2B) ties with various key cities in China, yielding impressive results. For instance, during our Prime Minister’s visit to Shenzhen, agreements were finalized on technology transfer, IT partnerships, and the establishment of joint innovation hubs for future growth. At the China International Fair for Trade in Services (CIFTIS) in Beijing, Pakistan increased its involvement in logistics, e-commerce, and financial services. At the 8th International Silk Road Expo in Xi’an, we co-hosted a B2B roundtable on energy cooperation, further integrating our economies.
Building on these successes, I propose specific initiatives to enhance collaboration between Liaoning and Pakistan, particularly under the Sister City Agreement between Karachi and Shenyang. First, we can collaborate to establish joint industrial zones, which would create jobs and facilitate the exchange of expertise. Second, Pakistan’s agricultural resources, combined with Liaoning’s advanced technology, could lead to a Pakistan-Liaoning Agricultural Cooperation Program, driving ventures in food processing, logistics, and smart farming. Lastly, we should deepen people-to-people connections through a Sister Cities Cultural Exchange Program, enabling students, artists, and entrepreneurs to learn from each other and foster grassroots collaboration.
As we embark on this new chapter of cooperation, I am filled with optimism. The Liaoning International Sister Cities Trade Matchmaking Symposium is more than just a forum for dialogue—it is a call to action. It offers an opportunity to elevate our strong relationship to new heights, driven by shared ambition, vision, and a commitment to mutual prosperity.
During the Shenyang International Friendship Cities Economic and Trade Conference, one phrase stood out: “there is no mountain that cannot be scaled.” My first visit to this vibrant city reinforces my belief in this statement. Together, Pakistan, Liaoning, and China can overcome any challenge and achieve new levels of cooperation.
