The 20th Central Committee of the Communist Party of China (CPC) began its fifth plenary session in Beijing on Monday, focusing on Party governance, self-reform and the challenges facing the Party in the coming years.
Xi Jinping, general secretary of the CPC Central Committee, delivered a work report on behalf of the Political Bureau and explained a draft decision on strengthening full and rigorous Party self-governance.
The draft document outlines achievements in Party governance during the new era, examines current challenges in Party building and sets out strategic plans for maintaining strict standards of internal governance.
Draft Decision Focuses on Party Self-Governance
The proposed decision reviews the CPC’s experience in strengthening Party discipline and self-governance. It also assesses the current situation and the tasks facing Party building in the years ahead.
The Political Bureau decided at a meeting in September to submit the draft decision to the plenary session for review.
The document aims to establish strategic priorities for sustaining rigorous Party governance, addressing key challenges and strengthening internal oversight.
CPC Highlights Progress Since 2012
According to a Political Bureau meeting in July, efforts to exercise full and rigorous Party self-governance have made significant progress since the 18th CPC National Congress in 2012.
The meeting said these efforts had opened a new phase in the century-old Party’s self-reform and contributed to major changes in the work of the Party and the country.
It also highlighted the importance of maintaining the progress achieved through stronger internal discipline and oversight.
Party Faces New Challenges Amid Global Changes
The Political Bureau noted that China, the wider world and the CPC itself are undergoing profound changes, creating new circumstances and challenges for Party governance.
It stressed that continued efforts would be needed to address emerging issues and strengthen the Party’s ability to govern itself effectively.
The meeting called for higher standards and more concrete measures to apply the experience gained through full and rigorous Party self-governance.
Plenary Session to Review Future Priorities
The CPC leadership emphasized the need to resolve prominent issues in Party building and consolidate the political environment developed through internal supervision and self-governance.
The fifth plenary session provides a forum for reviewing the proposed measures and considering the Party’s governance priorities for the period ahead.
The draft decision places continued Party discipline, institutional oversight and self-reform at the centre of efforts to strengthen internal governance.
