Lou Qinjian, the spokesperson for the third session of the 14th National People’s Congress, emphasized the remarkable advancements made by DeepSeek during a press conference on Tuesday. He pointed out that the company symbolizes the emergence of a new wave of Chinese enterprises making strides in the artificial intelligence (AI) sector.
DeepSeek’s commitment to an open-source technological framework has facilitated the widespread application of AI across the globe through knowledge-sharing, allowing China to contribute its expertise to the international community. According to Lou, the rise of firms like DeepSeek showcases China’s dedication to innovation and inclusivity in the field of technology.
His remarks came in response to a media inquiry regarding differing global perspectives on China’s AI development. While many have acknowledged and appreciated China’s AI advancements, some nations have voiced concerns over its potential implications for national security and economic stability.
Lou stressed that technological advancements are diverse and not limited to a singular path. He cited the evolution of mobile communication technologies from 3G to 6G as an example, alongside the shifting fortunes of various tech enterprises over time.
For instance, he noted that the Symbian operating system, once dominant in the mobile software industry, eventually faded due to its restrictive and closed development model. In contrast, open-source platforms such as Android and ARM thrived by embracing collaborative innovation and aligning with industry trends.
Breakthroughs by Chinese tech firms, including DeepSeek, highlight the importance of innovation, open cooperation, and the goal of enhancing public well-being as the most effective approach to technological progress.

Through initiatives like the Global AI Governance Initiative, China aims to close the global technological gap and prevent innovation from becoming a privilege of wealthy nations.
