This first-of-its-kind solar-wind hybrid project in Pakistan has secured the lowest tariff bid in the country’s history at 3.09 cents/kWh, submitted by Canadian firm JCM Power. The initiative is expected to attract $200 million in foreign investment, highlighting international confidence in KE’s renewable energy plans and Pakistan’s potential for clean power generation.
After NEPRA’s approval in early 2024, KE launched Pakistan’s first competitive bidding process for its renewable energy projects. A hearing in December 2024 addressed the Bid Evaluation Report for the 150 MW Winder and Bela projects in Balochistan. Collectively, KE’s green energy projects form part of a 640 MW renewable initiative, which represents the first phase of a long-term plan to integrate 1,300 MW of sustainable power into its energy mix. KE aims to achieve 30% renewable energy integration by 2030 as part of its broader clean energy strategy.
Additionally, KE’s CEO, Moonis Alvi, emphasized the project’s transformative impact, stating that the 220 MW hybrid solar-wind plant strengthens KE’s commitment to a cleaner, more resilient energy future. Securing Pakistan’s lowest tariff and attracting foreign investment, this initiative addresses the energy trilemma and aims to reduce reliance on imported fuels. He also expressed appreciation for NEPRA’s support and anticipated a favorable decision that would enable timely execution. Beyond expanding renewable capacity, the project is expected to deliver long-term economic and environmental benefits, supporting Pakistan’s sustainability objectives.
With projected annual savings of PKR 7.05 billion and a foreign exchange reduction of nearly $40 million, the Dhabeji hybrid project will significantly contribute to economic and environmental sustainability. Furthermore, it is expected to cut carbon emissions by 298,000 tonnes annually, reinforcing KE’s role as a leading force in Pakistan’s clean energy transition.
Moreover, KE remains actively engaged with regulators and stakeholders to ensure the project’s successful implementation. This initiative will accelerate Pakistan’s shift to renewable energy and secure an affordable and sustainable future for Karachi’s electricity consumers.
