China’s President Xi Jinping emphasized the critical role of the Hainan Free Trade Port (FTP) in advancing the nation’s opening-up and reform strategy during a meeting in Sanya, Hainan province. He urged officials to implement comprehensive reforms, focusing on trade and investment liberalization, cross-border capital flows, and human resource mobility. As China’s largest special economic zone, Hainan is poised to become a globally influential trade hub by 2050 under the government’s master plan released in 2020.
Xi highlighted Hainan’s strategic positioning as a pilot zone for ecological conservation, international tourism, and global trade. He stressed the need to align Hainan’s policies with international high-standard economic and trade rules, ensuring a world-class business environment backed by a sound legal framework. Efforts will be directed toward fostering sustainable economic development while reinforcing China’s leadership in global trade.
The President underscored the importance of establishing efficient trade and investment systems in Hainan by 2025. This includes creating seamless logistics chains, enabling free and secure data flow, and enhancing interconnectivity with the Guangdong-Hong Kong-Macao Greater Bay Area and other key economic regions. Chinese Strategic Gateway for Global Opening-Up aims to boost China’s integration into the global economy through an open, inclusive, and innovation-driven market framework.
Xi also emphasized the development of Hainan’s modern industrial system by integrating scientific and technological advancements with local industries. He called for strengthening core industries such as tourism, modern services, and tropical agriculture. Supporting technological research and building innovative business ecosystems will ensure the creation of globally competitive industries tailored to Hainan’s unique economic landscape.
