The Political Bureau of the Communist Party of China (CPC) Central Committee convened its 18th group study session on Dec. 9, focusing on the historical governance of China’s border areas. Xi Jinping, the CPC Central Committee’s General Secretary, emphasized that modernizing border governance is a key component of China’s modernization efforts. He called for implementing the guiding principles from recent CPC congresses and enhancing governance and high-quality development in border regions.
Li Guoqiang, a scholar from the Chinese Academy of Social Sciences (CASS), delivered a lecture on border governance, which was followed by discussions among CPC leaders. Xi highlighted significant progress made in border governance since the 18th CPC National Congress, including initiatives to strengthen frontier stability, reduce poverty, and align border development with China’s modernization goals.
Xi stressed the importance of the CPC’s leadership in border governance, urging integrated strategic planning and coordination. He called for border governance to be woven into broader national development strategies and emphasized the need for cohesive efforts from all relevant departments and local Party organizations.
Xi underscored the need to ensure that no border area is left behind in China’s modernization process. He advocated for leveraging the unique advantages of border regions to promote high-quality development, strengthen urban-rural integration, and consolidate poverty alleviation achievements. Enhancing living standards and addressing infrastructure gaps were also emphasized.
With a focus on border areas with significant ethnic minority populations, Xi called for fostering national unity and promoting core socialist values. He advocated for the promotion of standard Chinese language, the use of unified state textbooks, and the safeguarding of ethnic minorities’ rights. He stressed the importance of building an integrated social and community environment to strengthen unity among all ethnic groups.
Ensuring national security and social stability in border areas was another key focus. Xi called for improved social governance, stronger infrastructure, and greater technological empowerment to enhance border defense capabilities.
Finally, Xi highlighted the need for robust theoretical support in border governance. He encouraged interdisciplinary research on border history and governance, the development of an indigenous intellectual system, and the application of research findings to showcase China’s advancements in border governance. Efforts should focus on cultivating experts with strong theoretical knowledge and practical skills to contribute to these initiatives.
